Meeting Schedule

Innisfail Town Council meetings are held the second and fourth Mondays of every month starting at 7:00 p.m. If the Monday is a holiday the meeting is held on the following Tuesday, unless otherwise advertised.

You're Invited

Council meetings are open to the public. Every Council agenda includes an Open Mic Session where individuals are provided the opportunity to speak to Council.

Closed Meetings

‘In-Camera’ items are closed to the general public and are for Council to discuss labour relations, legal issues, land transactions, and financial matters — as per the Freedom of Information & Protection Act.

Open Mic Session

The purpose of the Open Mic Session is to provide a venue for community members to voice opinions or bring attention to local issues. Council may ask for clarification regarding matters presented by the public; however, this session is not intended as a forum for debate.

Each Open Mic session is to be limited to a maximum of ten (10) minutes, unless Council extends the time.

Submitting an Item for the Council Meeting Agenda

If you have an item you would like included on a Council Meeting Agenda, a request in writing — including relevant details — must be submitted to the Town Office by 12:00 p.m. (noon) on the Wednesday prior to Town Council’s regular meeting. All requests should be addressed to the Town CAO.

Delegations – Formally Presenting to Innisfail Town Council & Addition to Agenda

Individuals and organizations who wish to bring any matter to the attention of the Council, or who wishes to have any matter considered by the Council, must submit the Delegation Form which includes relevant details about the matter, and be submitted to the Town Office by 12:00 p.m. (noon) on the Wednesday prior to Town Council’s regular meeting. All requests should be addressed to the Town CAO.

Delegations shall be granted a maximum of ten (10) minutes to present the matter outlined in their request. Where the Mayor or other presiding officer determines that additional time shall be granted to a delegation, additional time shall be granted in the length specified by the Mayor or other presiding officer.

Persons or delegations appearing at Council meetings who are not listed on the agenda may be heard only upon unanimous consent of the Council members present.

Public Hearing

A Public Hearing is held so Council can receive comments from the public on a specific decision before voting on it.

All Public Hearings are advertised for two weeks on the Town website and in the Innisfail Province.  Area residents affected by the proposal are notified directly. At a Public Hearing, any person present who believes his/her interest is affected by a proposed bylaw shall be given an opportunity to be heard.

What to expect at a Public Hearing

The public hearing begins when the Mayor calls the hearing to order. The Mayor must ask if anyone is present to speak to the proposed bylaw or resolution. All those in attendance are to introduce themselves for the record.

Public Hearings generally proceed as follows:

 

  • Administration will introduce the proposed bylaw or resolution;
  • The Mayor will ask if anyone would like to speak “for” the proposal, followed by those who wish to speak “against” the proposed;
  • Persons will generally be allowed five (5) minutes to speak;
  • After a person has spoken, any Council Member may ask that speaker relevant questions through the Mayor;
  • Any Council Member may ask the Administration relevant questions after all persons who wish to speak have been heard;
  • Council must allow an opportunity to all persons to respond to any new information or change in the nature of the application that has arisen;
  • The Mayor may then close the hearing.
