Here's a look at highlights from the Aug. 28 council meeting. Please note these are not minutes.
Chief Administrative Officer Report
Council approved the use of an administrative report template to be used by administration when presenting to council. The template will indicate such things as applicable bylaws/policies, effects to budgets and references to existing strategies. Another document — the Council Action Control — was also approved, to capture council’s direction (resolution) at each council meeting. Council directed administration to research a council committee of the whole structure to present to council following the 2017 municipal election.
Election Sign Policy Amendments
In anticipation of the 2017 municipal election, administration presented a number of proposed amendments to the Town’s Election Sign Policy. All were approved:
FCSS Funding Application
Council approved an FCSS (Family and Community Support Services) application for funding submitted by Big Brothers Big Sisters of Red Deer. An amount of $10,000 was approved, to help fund the delivery of site-based mentoring programs for students of Innisfail schools. The request was recommended for approval by the Town’s FCSS Advisory Board.
Extension of Ice Arena Season
Council approved an extension of ice operations at the Innisfail Arena to accommodate the 2018 Tournament of Champions hockey tournament March 30 - April 1. The tournament has been an annual mainstay of the arena over the past several years, and is recognized to benefit the community as a whole.
Curling Rink Roof Repairs
In light of damage caused by severe weather, council approved repairs to the roof of the Innisfail Curling Rink in the amount of $43,070. A proposal submitted by Cooper Roofing was chosen from two received. Further work to resurface the remaining roof surface with a new base sheet and 250-gram granular cap sheet was also awarded to Cooper Roofing, in the amount of $50,280.
Land Use Bylaw Amendments
Council gave second and third readings to a bylaw proposing a number of general amendments to the Town’s Land Use Bylaw (LUB). Amendments pertaining to the following items were approved:
Council gave second and third readings to a bylaw proposing amendments to LUB landscaping regulations. Matters pertaining to deposits, design guidelines, and landscaping requirements for residential, commercial and industrial areas were approved.
Admin Building Budget Adjustment
Council authorized administration to reduce the furniture budget for the Administration Building Project by $65,000, and to increase the building budget by the same amount. The move arrives in light of an anticipated shortfall in the building budget, while the furniture budget was expected to see a surplus.
Public Works Fabric Structure
Council awarded a project for a fabric structure to be installed at the Town Yard for sand-salt storage and vehicle parking. The project was awarded to Coverco Buildings at an amount of $77,397.
Water Meter Communication Plan
Council authorized administration to move forward with a communication plan for planned water meter upgrades this fall. A two-sided mailout was presented and approved for distribution. The upgrade will see modernized water meter reading systems installed at every residence and business in town over the next several months.
