The following are highlights from the regular meeting of council on Sept. 24, 2018:
Waste Management Delegation
Waste Management provided council with an update on the waste and recycling service provided within the community.
RFD: Student Resource Officer (SRO) Partnership Program - Grant Application
There is interest to explore an SRO program to serve Innisfail, Penhold and Spruceview. With council support, the Town of Innisfail will submit an Alberta Civil Forfeiture Grant application on behalf of the Town of Innisfail, Town of Penhold, Red Deer County and Chinook's Edge School Division for the development and implementation of a regional SRO program. The program outline and funding model will be approved by council.
RFD: Skatepark Project Community Facility Enhancement Program Grant Application
Council approved the Kinsmen Club of Innisfail to submit a Community Facility Enhancement Program Large Stream Grant application prior to October 1, 2018. With the grant proposal requesting 50% of est. project cost, council approves a budget allocation of $155,590 from the Skatepark Reserve and $236,533 from General Capital Reserve.
RFD: Innisfail Solar Corp Land Lease Agreement – Amendment
On January 29, 2018, council passed a resolution to enter a lease agreement with Innisfail Solar Corp (ISC). ISC has conducted more detailed planning and study on the site and has requested an extension of the lease area. Council approved the amendment to the lease agreement to provide for the utilization of the approximately one-acre portion of Lot 1, Block 1, Plan 942 0564 as presented.
Downtown Land Use Review Project Update
Administration provided council with an update on the status of the Downtown Land Use Review Project. On August 30, 2018, the Town hosted an information night to invite discussion from area residents with respect to bylaw challenges and the long-term development of their neighbourhood. Many of the attendants at the information session were surprised by the limitations that exist on their properties resulting from either a commercial or multifamily residential zoning.
RFD: Handivan Purchase
Council approved the purchase a new 12 passenger / 6 wheelchair, StarTrans Senator II unit from Crestline in the amount of $85,927, with $50,000 to be funded by the Innisfail Bus Society, $20,000 from the Handivan Reserve, and $15,927 from General Capital Reserve.
2018 World Cerebral Palsy Day
Council declared October 6, 2018, as World Cerebral Palsy Day in Innisfail.
