The following are highlights from the regular meeting of council on Oct. 9, 2018:
RFD Special Council Meeting
Council approved a special council meeting to be held on Wednesday, October 17, 2018 beginning at 4:00 p.m. in Council Chambers to discuss water and wastewater charges provisions set out in the Utilities Bylaw 1590-2016.
RFD Tree Bylaw 1603-2018
With Tree Bylaw 1603-2018 given first reading at the June 25, 2018, council meeting, council accepted the amended tree bylaw as presented.
RFD Traffic Bylaw Amendment - Intersection Obstructions
With the addition of Tree Bylaw 1603-2018, mentions to trees within Traffic Bylaw 1513-2011 are removed so that the only references to trees are provided in a single bylaw. Council accepted the amended traffic bylaw as presented.
RFD Parkland Regional Library Board 2019 Budget
The Town has an agreement with the Parkland Regional Library to provide library services within the Town. Council approved the Parkland Regional Library's 2019 Budget request in the amount of $65,612.25.
Municipal Sustainability Report 2018-2019
Council accepted the report as information. The report is an update of that report which explores the trends most likely to have at least some impact on the municipality in the coming year. The report is available on the Town website and contained in the council meeting notes.
RFD ATCO Gas Franchise Fees
Council approved increasing the 2019 ATCO Gas franchise fee to 27%. Franchise fee rates and revenues are reviewed annually at the onset of each budget cycle. A public notice regarding this increase to be published in the Innisfail Province on behalf of ATCO.
RFD Fortis Franchise Fees
Council approved the increases to the 2019 Fortis franchise fee to 12%. Franchise fee rates and revenues are reviewed annually at the onset of each budget cycle. A public notice regarding this increase to be published in the Innisfail Province on behalf of Fortis.
RFD Harassment and Violence Free Working Environment Policy 2018-007
With a desire to enhance awareness of the rights, responsibilities, and supports of individuals who are subjected to, or who become aware of, situations involving physical or non-physical violence, the Town has developed a Harassment and Violence Free Working Environment policy to focus on workplace violence prevention and response at the Town. Council approved Policy 2018-007 and repealed HS-2012-008.
