Council Highlights – November 25, 2019

The following are highlights from the November 25, 2019 regular meeting of council.

 

Hazelwood Estates – request for Expression of Interest
Based on council direction, administration has prepared a request for Expressions of Interest to construct dwellings on the four remaining Town-owned lots on 58 Avenue in Hazelwood Estates. The intent of this EOI is to gauge the level of interest and explore potential partnership arrangements to develop these properties. Council directed administration to issue the request.

 

Sale and Lease of Lands Policy
A policy establishing guidelines for the sale or lease of public use lands owned by the Town was presented to council. Requests are to be considered based on intended current and future use of the land, impact on the Town’s ability to access and maintain other lands or infrastructure in the area, and the intended use of the land by the applicant. The policy identifies the CAO as the approving authority for leases and Town Council for any sales. Council approved the policy as presented.

 

Sale and Marketing of Land Policy
This new policy provides direction for the sale of any Town-owned property that has been purchased or developed for the purpose of sale on the open market. Council must approve all sale prices; however, the CAO has some ability to negotiate. Council approved the policy as presented.

 

Encroachment Policy
Encroachments where private development (typically fences and accessory buildings) extends beyond the private property onto public use spaces (roads, lands, parks, boulevards, right-of-ways) are typically identified in conjunction with requests for compliance certificates. Updates to the current policy were presented. Council approved the updated policy as presented.

 

Certificate of Compliance Policy
A new policy to provide greater consistency and clarification was presented. Specifically, policy updates clarified the process for issuing compliance certificates, the structures to be considered eligible, and the process used to determine how encroachments are addressed. Council approved the policy as presented.

 

South Red Deer Regional Wastewater Commission – Operational Agreement
Since July of 2019, four of the five member municipalities of the SRDRWC have been operating the wastewater line and lift stations (Bowden joined later, in October of 2019). The term of the operational agreement runs from July 9, 2019 until December 31, 2020. On Monday, Council instructed administration to enter into the formal agreement for the operation of the wastewater line.
