The following are highlights from the June 22, 2020 Regular Meeting of Council.
Swearing-In of Deputy Mayor
Councillor Danny Rieberger was sworn in for a four-month term as deputy mayor.
Meeting Times Changing
At the June 9, 2020 Meeting of Council, Mayor Jim Romane proposed that the Regular Meeting of Council and Agenda & Priorities Meeting times be moved from 6:00 p.m. to 1:00 p.m. The dates of the meeting would remain the same. After discussion, a motion was carried to try the new time for a trial-period of two months.
Ski Chalet Donation
Councillor Barclay, noting that work has started on a new ski chalet at the Innisfail Ski Hill, moved that Town Administration begin a discussion with the Ski Hill Committee regarding the possibility of offering Town support. Council approved the motion as presented.
Ice Subletting Policy
Administration proposed the development of a policy regarding the subletting of ice time by user groups. In the past, groups have been allowed to sublet ice, but this has not always worked to the Town’s benefit. It was proposed that Council give direction to administration to develop a clear policy on the subletting of Town-owned ice surfaces. A motion to move forward in the development of this policy was approved.
Recreation, Leisure and Cultural Services Plan
Over the past year, administration has been working with a consultant towards the development of the Recreation, Leisure, and Cultural Services Amenities Plan. After thorough public consultation, a final draft of the report was presented to Council. A motion was carried to accept the Public Review Synopsis as information. A second motion to approve the final proposal as presented was also carried.
Heliport Risk Mitigation
It was determined by administration that major upgrades are required to mitigate Town liability over existing non-compliances at the Innisfail Hospital Heliport. The Town has now voluntarily surrendered the operation certificate for a one-year period while the future of the facility is determined. Council provided input and analysis and approved a motion as information.
Utility Payment Forgiveness to Lapse
To help residents during the COVID-19 pandemic, Council had previously approved the suspension of late fees on outstanding utility bill balances in early 2020. This measure is due to lapse at the end of the July billing cycle (July 30, 2020). Council accepted this update as information.
