What is an Intermunicipal Development Plan (IDP)?
The purpose of an IDP is to provide neighbouring municipalities with a high level, comprehensive long
range land use plan for lands immediately surrounding or adjacent to another municipality such as a
village, town, city or an adjacent county. IDPs provide joint policy direction for proposals for future
development; transportation systems; intermunicipal infrastructure; environmental matters;
coordination of intermunicipal programs related to physical, social and economic development; dispute
resolution; and procedures to amend the plan.
Why is the County and Town reviewing their current IDP?
The Town of Innisfail and Red Deer County IDP was adopted in October of 2006.
Since 2006 a number of changes have occurred, most notably the annexation of approximately 9 ½
quarter sections from the County in 2007. In addition, a Joint Economic Development Study was
undertaken involving lands along on the east side of Highway 2 but were not actually included in the IDP boundary at that time. That study identified areas where both municipalities could work together to
explore development opportunities at strategic locations adjacent to the eastern boundary of Innisfail
along Highway 2. As a result, both municipalities have determined that it is time to update the IDP to
formally recognize areas of mutual interest as well as various other changes that have occurred since
We are currently seeking input on the draft IDP from all landowners located within or directly adjacent
to the Plan area. Due to the current Covid-19 restrictions on public gatherings the Town and County are
unfortunately unable to host in person public input sessions. As a result, we are asking those who may
be effected by the IDP to review the draft Plan and provide comments by May 28th, 2021 (please refer
to the links at the top of the page).
