Council Highlights – June 13, 2022

The following are highlights from the Monday, June 13, 2022 Regular Meeting of Council


Delegation: Innisfail Triathlon Committee

Ian Lucas from the Innisfail Triathlon Committee appeared before Council to discuss the committee’s decision to cancel the 2022 Innisfail Triathlon. The committee has faced challenges over the past two years and has made the decision to direct its efforts towards planning for the event in 2023.

Discussion – Mental-Health Support

The Town’s Social & Community Development Coordinator Karen Bradbury, along with the Town’s Manager of Fire & Protective Services and Sgt. Ian Ihme of the Innisfail RCMP presented Council with details about efforts to support those in the community with mental health-related issues. The discussion highlighted some of the challenges local support organizations face, after which Council carried a motion directing Administration to prepare plans for a community round-table discussion.

Realtor/Developer Engagement Event – Update

At a previous meeting, Council had directed Administration to organize an engagement event for realtors, developers, and landowners. Administration returned to Council on June 13 asking for clarification on the purpose of the event. After discussion, Council carried a motion accepting the request as information.

Survey – Local Government Fiscal Framework

The Government of Alberta has proposed changes to the method of delivering grant funds to municipalities. The current Municipal Sustainability Initiative (MSI) will be replaced by the Local Government Fiscal Framework (LGFF) in early 2024. As part of this process, municipalities have been asked to complete a survey. At the June 13 meeting, Council answered and submitted their responses to the Local Government Fiscal Framework survey.

Community Event Stage

Council allocated $25,000 in the 2022 budget for the purchase of an event stage to be used for Town and community events. Administration provided a report to Council highlighting available options, municipalities with similar equipment, and the possible collaboration with community-based operators. Council accepted the report as information.

Residential Design Scope – Southwest Residential/Commercial Area

Administration presented a scope-of-work for a proposed land-use/design concept for the 12-acre area north of 42 Street (adjacent to Hwy. 54). The estimated $10,000 project cost will be funded from the 2022 Operating Budget. Council carried a motion approving the scope-of-work as presented.

Property Sale – 4815 50 Street

At the June 6 Special Meeting, Council directed Administration to review and report on any related stipulations contained in the Municipal Government Act regarding the sale of a parcel of Town-owned property. After receiving this report on June 13, Council suggested Administration respond to a potential purchaser about their offer and then carried a motion directing Administration to obtain an appraisal on 4815-50 Street to determine its market value.

Industrial Land Sale

Administration has received a formal offer to purchase land within the southwest industrial area. On June 13, Council approved the sale of a lot to the Innisfail Municipal Seed Cleaning Plant Ltd. at a price of $670,400.

Town of Innisfail/Innisfail & District Chamber of Commerce – Memorandum of Understanding

Earlier this year, the new Community Economic Development Advisory Committee recommended that Administration present the Town of Innisfail-Innisfail Chamber Memorandum of Understanding (MOU) to Council for approval. By entering an MOU, both parties recognize that collaboration will help build a healthy partnership and strengthen communication between the municipality and the business community. On June 13, Council passed a motion to approve the Memorandum of Understanding between the Innisfail & District Chamber of Commerce and the Town of Innisfail as presented.

Southwest Industrial Area – Shallow Utilities Options

Administration presented a motion to proceed with the design and procurement of overhead power service in the new southwest industrial area. After discussion, Council carried a motion directing Administration to proceed with the design and procurement of underground power service.

Southwest Industrial Area – Underground Contract

Administration has completed a review of tenders for the completion of underground services in the new southwest industrial area. On June 13, Council approved a motion to award of the contract to Northside Construction Partnership at a cost of $1,561,577.
