Council Highlights – June 27, 2022

The following are highlights from the Monday, June 27, 2022 Regular Meeting of Council


Delegation – Sean Collins, Varme Energy: Waste to Energy Program, Letter of Intent

After previously meeting with Council, Sean Collins from Varme Energy provided an overview of his company’s Waste to Energy Program and formally requested a letter of intent from the Town. After the presentation and a brief discussion, Council carried a motion to provide the requested letter, demonstrating the Town’s support in further exploring the potential of developing a waste to energy facility in town.

Innisfail RCMP Multi-Year Financial Plan

In accordance with a current agreement in place with the Town, S/Sgt. Chris Matechuk of the Innisfail RCMP provided Council with a Multi-Year Financial Plan. S/Sgt. Matechuk answered questions from Council, after which Council carried a motion to approve and authorize the Town’s Chief Elected Official to sign off on the plan.

CAO Report – Federal Electoral Boundary Changes

At a previous meeting, Council had instructed Administration to ensure the Town is represented at consultation on proposed changes to federal electoral boundaries in Alberta. As part of his regular report to Council, CAO Todd Becker provided information on upcoming opportunities to provide input on the changes. Council then carried a motion directing Administration to send a notice of representation to the Alberta commission regarding the proposed federal election boundary changes.

100 Radon Test Kit Challenge

At the June 20 Meeting, Council directed administration to begin work to supporting a national radon test initiative. At the June 27 Meeting, Administration provided an update on the initiative’s requirements. Council then directed Administration to submit an official application to participate in the 2022-23 100 Radon Test Kit Challenge.

First-Quarter Financial Report – Town of Innisfail

Administration provided Council with a first-quarter financial report for 2022, noting that year-over-year numbers remain steady, and all revenues and expenses are within the anticipated amounts for this quarter. Council approved the Town of Innisfail 2021 First-Quarter Financial Report as presented.

SW Industrial Park Borrowing Bylaw

Borrowing Bylaw #1685-2022 received first reading at the May 24 Council Meeting. The bylaw was advertised as required and, after receiving no opposition from the public, Administration brought the bylaw back to Council. On June 27, motions were carried giving second and third readings to the bylaw. A further 30-day appeal period is now required before the Town can formally submit a loan application.

Designated Community Status – Rural Renewal Stream

The Province of Alberta’s Rural Renewal Stream addresses current labour needs and shortages in rural communities while helping newcomers settle into a community. This program requires a community to apply to the province for official designation. On June 27, Council carried two motions, one approving an application for the program and a second approving a letter of support from Mayor Barclay supporting the Town’s application.

Centennial Park Gate

Council, at a previous meeting, requested that Administration provide information on a gate for the parking lot at Centennial Park with the intent of curbing late night activities. On June 27, Administration provided a report with an estimate of between $20,000 to $28,000 for an automated gate. After further discussion it was determined that other options should be considered. Council carried a motion to accept the report information and passed a second motion to review the Town’s Parks Bylaw.
