RFP - Downtown Area Redevelopment Plan Update, Urban Design Plan & Graphics Support
Purpose
The purpose of this RFP is to solicit planning, design and graphics expertise to submit a written proposal to update and expand the Town’s Downtown Area Redevelopment Plan (DARP). The Plan is to be updated and enhanced to provide detailed urban design along with supporting policy and graphical representations. The current DARP was last adopted in 2010 (Appendix A). The intent is to update the plan to reflect plan implementation to date, current realities, and the vision established in the 2020 Economic Development Plan (Appendix B).
The submission shall be sealed and labeled or in a .PDF format with the Proponent’s name, RFP title and reference number.
Submissions shall be received on or before: 4:30 pm, February 5, 2021

CP Rail Crossings Safety Assessment and Whistle Cessation Review
RFP - CP Rail Crossings Safety Assessment and Whistle Cessation Review - Closed April 30, 2020, 2:00 p.m. MST. Proposals are being reviewed and information will be posted once the selection process has ended.
UPDATE - July 28, 2020 - The project was awarded to Watt Consulting. Crossing evaluations are now complete and a draft report is expected by Aug. 15, 2020.
Dodd's Lake Area Amenity Plan
The project was awarded to Stantec and consultation work is now in progress.
UPDATE - July 24, 2020 - Public consultation has begun; an information and public feedback webpage is now live until August 21, 2020. The page can be accessed here.
2020 Street Improvements
The project was awarded to Border Paving and construction.
UPDATE - July 28, 2020 - Trail replacement along 52 Avenue: Landscaping should be complete by July 31, 2020.
61 Avenue Improvements
The Invitation to Tender for work on the Town of Innisfail's 61 Avenue Improvements project closed on Mar. 17, 2020 at 2:00 p.m. MST. The contract was awarded to Central City Asphalt Ltd with a bid of $913,655.83.
UPDATE - July 28, 2020 - Curb installation is completed, with work on landscaping and paving to be completed by Aug. 15, 2020.
Innisfail Skatepark
In the fall of 2015, Innisfail Town Council identified the development of a new skatepark facility as one of its priorities for 2016. During 2016 budget deliberations, funds were allocated for design and cost estimates for the facility. Work was completed in the fall of 2019. Landscaping around the facility will be completed in the spring of 2020.
UPDATE - July 27, 2020 - Landscaping is now complete, with the installation of park features expected by Aug. 15, 2020.
Wayfinding Signage
After review, the proposed plans for the second phase of this program were approved. There are a total of 18 signs at various locations that help identify a variety of town landmarks and attractions. The design that has been created for each sign ties into the theme of the phase one wayfinding project which was completed in 2018.
The budget for this project was approved by Council for 2019 and will be funded from the recreation and culture reserves.
UPDATE - July 28, 2020 - Most of the new wayfinding signs are now in place, with an anticipated completion date of mid-August, 2020.
Sewage Lagoon Reclamation
In 2015 the Town received a Building Canada Grant to remediate the existing sewage treatment plant and lagoons for the purposed of developing an Industrial subdivision. Extensive testing and approvals have been completed since 2014 and remediation of the sewage lagoons and treatment facility was completed in 2016. In 2018 sludge removal was completed and Environmental approval was given to utilize the existing material for the site grading. Next steps in the development of the Industrial Park will be to complete the site grading, install utilities and complete the road works. Based on the Grant conditions this is to be completed by 2021. The tender for this project closed on October 3, 2019 with 13 bids submitted. Council awarded the SW Industrial Park Site Grading contract to Northside Construction and approved the engineering to Tagish Engineering for the construction administration and testing. Construction started in November 2019 and is scheduled to be completed by July 2020.
UPDATE - July 28, 2020 - Site grading is now complete; final grading and seeding of storm-water retention pond is expected to be complete by the end of August, 2020.
Sanitary Lines Rehabilitation
The work on the Town of Innisfail's Sanitary Line Rehabilitation was awarded to Insituform.
UPDATE - July 28, 2020 - Manhole lining will be completed by September, 2020: lining of sanitary mains will take place in August and September, 2020.
38 Street Reconstruction
The Invitation to Tender for work on the Town of Innisfail's 38 Street Reconstruction project closed on Tuesday, Feb. 11, 2020 at 2:00 p.m. MST. The project was awarded to Wally’s Backhoe Service and construction is anticipated to start in May 2020.
UPDATE - July 28, 2020 - Underground replacements are completed. Road and sidewalk work is expected to be completed by Aug. 15, 2020 .
Digital Message Centre
An RFP for the Town of Innisfail's Digital Message Centre closed on Friday, Feb. 14, 2020 at 2:00 p.m. MST. Proposals are being reviewed and information will be posted once the selection process has ended.
This project has been cancelled.
Professional Engineering Serivce, 10-year Capital Infrastructure Plan
An RFP for Professional Engineering Services for 10-Year Capital Infrastructure Plan closed on Feb. 18, 2020, at 2:30 p.m. MST. The project was awarded to Tagish Engineering.
UPDATE - July 28, 2020 - Assessments are completed and a draft copy of the report is expected by Aug. 15, 2020.
