Community Plans, Projects & RFP/tenders

Creation, improvement and foresight are the key stones to a vibrant and sustainable community. Check out the past and future plans and projects within the Town of Innisfail.

Community Plans & Projects

Napoleon Lake South Land Development

The Town has been working on creating a concept for land development on the green field site south of Napoleon Lake, located between 42 Street and 44 Street Crescent, west of 60A Avenue Crescent and east of Highway 54. The land was originally identified for future residential/commercial development in 1990 upon the adoption of the Napoleon Lake Area Structure Plan.

Development of the land began in mid- to late-2025, and home construction is expected to begin in early 2026.

Aquatic Centre Project

Innisfail Town Council has given final approval to a modernization project for the aging Innisfail Aquatic Centre. The modernization will bring the facility in line with current building codes and will ensure the amenity remains functional for decades to come. Upgrades will also improve efficiency and, in turn, lower operating expenses.

Visit the Innisfail Aquatic Centre Modernization page.

Since 2013 the Town of Innisfail has conducted two building assessment reports and one public engagement survey assessing the best options for the future of our Innisfail Aquatic Centre. These studies determined that investment is required in the Aquatic Centre to address deferred building maintenance, meet current accessibility standards, and provide improved amenities for our community. In September of 2021, HCMA Architecture + Design provided a pre-design final report to Council. To read the full report, click here.

UPDATE – April 2023: The Town has now engaged a group of project stakeholders through the integrated project delivery (IPD) model. In the spring of 2023, the group delivered a validation report representing the IPD team’s collective effort to develop a design for the facility, validate costs and determine a schedule for construction.

UPDATE – April 2025: The facility first opened in 1987. Since then, the building has not had significant mechanical or structural work, although repairs to keep the pool functioning have occasionally been necessary. The proposed work will reduce the frequency and severity of the issues that have increasingly resulted in facility closures.

The modernization will bring the facility in line with current building codes and will ensure the amenity remains functional for decades to come. Read more

Questions received by July 15, 2026:

Could the Town please provide additional detail on what proponents should demonstrate under the "Implementation focus (Resource alignment)" category, including how it differs from the implementation focus assessed under “Methodology & Approach (CED/Implementation focus)”?

Response:

The two evaluation criteria assess different aspects of the proposal:

Methodology & Approach (CED/Implementation Focus): This evaluates the process. This criterion assesses your proposed approach for developing the strategy, including your CED or hybrid CED framework, work plan, project management approach, stakeholder engagement, analytical framework, and overall methodology. The Town is looking for a practical, evidence-based process that will produce a clear, prioritized, and implementation-ready strategy.

Implementation Focus (Resource Alignment): This evaluates the practicality of the final recommendations. This criterion assesses how you will ensure the recommended actions are realistic, appropriately scaled, and aligned with the Town's organizational, financial, and partnership capacity. You should demonstrate how your roadmap:

  • aligns recommendations with available staffing, resources, partner readiness, and implementation capacity.
  • assigns appropriate implementation roles (Lead, Partner, Enable, Advocate, or Step Back).
  • prioritizes and sequences actions based on implementation effort, impact, and feasibility; and
  • distinguishes achievable five-year actions from longer-term strategic opportunities.

The Town is not seeking detailed costing of future initiatives. Instead, you should demonstrate how you will develop recommendations that are practical, achievable, and aligned with the Town's capacity to implement them.

In short, Methodology & Approach evaluates how you will develop the strategy, while Implementation Focus (Resource Alignment) evaluates how achievable the resulting strategy will be within the Town's capacity to deliver.

What existing reports, inventories, and background can we leverage?

Response:

The Town has been quite active in its planning efforts over the past few years, and we definitely want the successful consultant to build on that foundation rather than reinventing the wheel. At a minimum, your Strategic Audit should review and synthesize the documents highlighted in the RFQ, such as the Power of Place Strategy (2021), the BREWD Strategy and Business Survey (2025), our current Community Profile (2025), the Retail Gap Analysis (2019), and the Economic Impact of Tourism in Central Alberta (2026) report.

Beyond those, please feel free to tap into other public resources like our Municipal Development Plan, the Council Strategic Plan, and the various investment attraction materials we maintain at Invest Innisfail. We also rely on regional insights from partners like Central Alberta First, the Central Alberta Economic Partnership (CAEP), and provincial labour market data.

Our goal is to be smart about how we use your time—we want to leverage what we already know so that the bulk of your budget is focused on building out a practical, high-impact 2027–2031 implementation framework rather than repeating data gathering we’ve already completed.

What community engagement are you expecting to create the Strategic Plan?

Response:

Because this is an implementation-focused project, we are looking for a practical, targeted engagement approach. Instead of broad community visioning, we need you to connect with the folks who are actually in the "trenches" of our local economy and those who will help us get things done.

This includes our Council, Administration, the Economic Development Advisory Committee, our local business community, major employers, industrial/commercial developers, and key regional partners like CAEP. We would like to see a lean, high-impact engagement model in your work plan—one that prioritizes qualitative, deep-dive conversations with key stakeholders over broad, quantitative surveys. A targeted touchpoint, like an online survey or a community validation session, is certainly welcome to test your draft recommendations, but we want to ensure the process remains efficient, meaningful, and results in actionable input.

How does the Town of Innisfail define infrastructure readiness?

Response:

It’s a great question, and it’s one we look at through a fairly wide lens. We don’t just look at "pipes and wires"; we define infrastructure readiness as the Town’s total capacity to support business investment and growth.

Certainly, this includes the table stakes: serviced industrial and commercial land, utility capacity, transportation access, and broadband. But it also includes our "soft" infrastructure—workforce availability, housing supply, efficient municipal processes, and our internal organizational capacity.

Ultimately, we define readiness as the ability to move a lead from "initial inquiry" to "groundbreaking" with as little friction as possible. We’re looking for you to help us benchmark that readiness and identify where policy or process improvements—rather than just capital construction—can help us become an even more competitive destination for investment.
