Council Highlights – February 26, 2024

The following are highlights from the Monday, February 26, 2024 Regular Meeting of Town Council.


Delegation – Crosswalk Safety

A concerned citizen appeared as a delegation at the February 26 Council Meeting. The delegate shared her experiences, stating that she believes pedestrians are facing increasing danger while using town crosswalks. After the presentation, Council carried a motion directing Administration to prepare a pedestrian safety assessment on some of the main thoroughfares in Innisfail.

CAO Report – Social Media, Council Code of Conduct Bylaw

Previously, Council had directed Administration to research potential elements of social media use which could be added to Council’s Code of Conduct Bylaw. At the February 26 Council Meeting, Town CAO Todd Becker presented a draft clause as part of his Report to Council. After discussion, Council directed Administration to prepare a draft of a new Council Code of Conduct bylaw containing the new clause.

Asset Management – Capital Project Expenditures

On February 26, Administration provided Council with a report outlining the ongoing review of Town-owned infrastructure and property — formally known as an asset management program. A primary component of this program is to accurately forecast the lifecycles and renewal costs of key assets. After receiving the report, Council carried a motion directing Administration to prepare an asset funding deficit forecast, then carried a second motion to receive the report as information.

Bylaw #1720-2024 – Amend Rates and Fees Bylaw

On December 11, 2023, Administration brought forward the 2024 annual budget and corresponding Rates & Fees Bylaw update for approval. Council approved both on that date. Administration later realized an administrative error was made with the solid waste bylaw. On February 26, Council carried all required motions to amend the Rates & Fees Bylaw.

Bylaw 1470-A80 – Change of Land Use Zoning/Amendments to Dodd’s Lake Outline Plan

A land owner has filed applications to amend the Land Use Bylaw and the Dodd’s Lake Outline Plan to change current zoning on a given lot from single-family residential to multi-family residential. On February 26, Administration presented the proposed amendments and, after review, Council carried a motion granting first reading of the bylaw, then carried a motion to amend the Dodd’s Lake Outline Plan. Council also carried motions setting March 25, 2024 as the date for all required public hearings.

Donation Request – Innisfail Fish & Game Association

The Innisfail Fish & Game Association requested a donation of $500 for the group’s 4th Annual Awards Banquet. On February 26, Council carried a motion granting the requested amount as a sponsorship.

Deputy Mayor – Swearing In

On February 26, 2024, Councillor Dale Dunham was sworn in as deputy mayor. Councillor Dunham will fulfill this role until the end of June, 2024.
