Council Highlights – January 10, 2022

The following are highlights from the Monday, January 10, 2022 Regular Meeting of Council.


Emergency Coordination Centre (ECC) Verbal Update

Acknowledging the need to prepare for a rise in active COVID-19 cases due to the spread of the Omicron variant, Town CAO Todd Becker provided Council with an update on the recent efforts of the ECC. The update highlighted proposed changes to relevant internal Town policies, a review of current Town service levels, and reference to the Town’s Business Continuity Plan, which was prepared shortly after the start of the pandemic. Council received the report as information.

Town to Follow Government of Alberta Ministerial Orders Regarding COVID-19

Mayor Jean Barclay presented a Notice of Motion which made clear the Town of Innisfail’s intention to comply with Government of Alberta COVID-19 health orders and that Council will not ask the Government of Alberta to lift current facility restrictions. After discussion, Council passed the motion as presented.

Utility Bylaw Review

Councillor Jason Heistad identified a need for Council to better understand the Town’s current Utilities Bylaw and proposed a review of the bylaw. Council then passed a motion to add a review to the upcoming January 17 A&P Meeting agenda.  

Request for Decision – Policy Framework Policy

Director of Corporate Services Erica Vickers presented Council with a proposed policy to determine how the Town prepares policies, programs, procedures, and guidelines to ensure that corporate governance is developed and documented in a consistent manner. Council carried the recommended motion and approved the policy as presented.

Builder Engagement, Hazelwood Housing

The Town currently owns a small number of undeveloped lots and is exploring the possibility of working with private builders to create finished residences on these properties. At the January 10 meeting, Council passed a motion directing Administration to engage builders for the possible construction of single detached dwellings on some of these properties. Administration will provide Council with more information at the January 24 Regular Meeting of Council.

Heliport Reconstruction Contract Approval

In June of 2020, the Town ceased operations at the Innisfail Heliport due to non-compliance with Transport Canada regulations. After gauging the interest of residents, Council included funds to recondition the facility in the 2022 Budget. At Monday’s meeting, Council awarded the contract to Timcon Construction Ltd. of Red Deer to complete the necessary work at a cost of $489,955.


Innisfail Town Council strives to maintain a level of openness with its residents. The highlights only briefly touch upon the exchanges and decisions reached during the most recent Council meeting.
