Council Highlights – January 22, 2024

The following are highlights from the Monday, January 22, 2024 Regular Meeting of Town Council.


Traffic Bylaw – Excessive Vehicle Noise

In 2023, Council directed Administration to prepare a vehicle noise bylaw. At the January 22/24 Regular Meeting of Council, Administration proposed updating the Town’s Traffic Bylaw to include provisions regarding excessive vehicle noise. After discussion, Council carried motions giving the updated bylaw first and second readings but could not give third and final reading since the vote was not unanimous. The bylaw will be brought back at the February 5/24 Regular Council Meeting for third and final reading.

Mid-sized Town Mayors Caucus (MTMC)

The Town has the opportunity to join with other mid-sized communities in the formation of a caucus to support the interests of mid-sized communities. At the January 22/24 meeting, Council carried a motion to pay an annual $250 fee and formally become part of the MTMC.

I & I Reduction Strategy

The Town is working to reduce the volume of inflow and infiltration (I & I) into the wastewater system. Staff have developed a strategy to identify ‘high-impact’ areas, ascertain the root causes of I & I in these areas, and reduce the volume of I & I in the most cost-effective manner available. On January 22/24, Administration provided Council with a report on these efforts, after which Council carried a motion accepting the report as information.

Water Conservation Policy

On January 22/24, Administration provided Council with an overview on the Town’s water conservation initiatives and regulations. After discussion, Council carried a motion directing Administration to prepare a policy relating to water conservation and rebates for water-related home improvements.

Napoleon Meadows House Construction

The 2024 Capital Budget includes funds allocated to the construction of homes within the Napoleon Meadows neighbourhood. After the close of a request for proposal, Administration identified two qualified proponents. On January 22/24, Council carried motions directing Administration to engage Trueline Homes and Larkaun Homes, proposing that each construct two detached homes to a maximum of $750,000 per proponent.

Feasibility Study – Zonal Immigration Partnership

CARE for Newcomers, an organization which provides several services and programs for immigrants and refugees, is interested in a conducting a feasibility study in the 2025–2026 fiscal year. The study will help to determine if a Zonal Immigration Partnership could be implemented in central Alberta amongst smaller municipalities. At the January 22/24 Meeting, Council carried a motion to provide a letter of support for CARE’s effort in securing funding for the proposed study.
