Council Highlights – January 8, 2024

The following are highlights from the Monday, January 8, 2024 Regular Meeting of Town Council.


CAO Report – LGFF Funding

As part of his report at the January 8/24 Regular Meeting of Council, Town CAO Todd Becker provided information about the launch of the Government of Alberta’s Local Government Fiscal Framework (LGFF) program. The program provides infrastructure funding to municipalities. The Town will receive $1,109,729 in 2024 and $1,265,548 in 2025. Council had a brief discussion, noting that these amounts are still less than funding received in previous years, and then carried a motion accepting the CAO report as information.

Delegation – BDO Canada LLP

Representatives from BDO Canada LLP Red Deer, the Town’s accounting services provider, presented to Council regarding the audit planning process and upcoming changes to accounting standards, including the addition of asset retirement obligations as part of the Town’s annual audit.

Council Bylaw Review

During an earlier internal evaluation, Council discussed the desire to review the roles and functions of Councillors in fulfilling their duties. Council requested a review of bylaws associated with code of conduct, procedures, and the CAO’s roles and responsibilities. At the January 8/24 Meeting, CAO Becker provided Council with a report on relevant bylaws and possible proposed actions. After review and discussion, Council carried two motions, one requiring Councillors to submit written copies of their weekly round-table reports, and another directing Administration to research existing social media conduct policies as they apply to elected officials. Council then carried a motion to receive the report as information.

Housing Action Plan

After extensive work done in 2023, Administration has prepared the Town’s Housing Action Plan. A draft of the plan was presented to Council at the January 8/24 Meeting, after which Council approved the plan as presented. Council also carried motions directing Administration to invite representatives from Bethany Care Society to a future meeting, and to prepare an update from land developers with local interests.
