The following are highlights from the Monday, July 24, 2023 Regular Meeting of Town Council.
CAO Report – Innisfail Chamber of Commerce: Strategic Plan Funding
At the July 17, 2023 Agenda & Priorities Meeting, Council made a motion to provide $5,000 to be used for the development of the Innisfail & District Chamber of Commerce’s Strategic Plan. As per Council’s Procedure Bylaw, the A&P Committee Meeting is not authorized to expend budget resources; these types of decisions are recommended to be made at Regular Council Meetings. On July 24, 2023, Council approved a motion to provide the requested funding.
Remove or Ban Patron from Facilities Policy 2023-006
After review, Town Administration determined that Policy 2000-004 Authority to Remove or Ban a Patron from a Town Owned Facility needed updating. As a result, at the July 24, 2023 Council Meeting, Administration presented a draft policy to address any inappropriate and unacceptable behavior in Town facilities and to give staff direction when needed. Council then carried a motion approving Policy 2023-006 Remove or Ban Patrons from Town Facilities, and then carried a motion to repeal Policy 2000-004.
Bylaw 1712-2023 to amend portions of Bylaw 1363 (Municipal Development Plan)
A company is interested in developing a portion of land as a residential subdivision. To do so, elements of Bylaw 1363 (Municipal Development Plan) need to be changed to reflect the company’s proposed plans. On July 24, 2023, Council carried two motions, giving first reading to Bylaw 1712-2023 and establishing August 28, 2023, as a public hearing date.
Bylaw 1713-2023 to Amend Bylaw 1672–2021 (North Area Structure Plan)
A company is interested in developing a portion of land as a residential subdivision. To do so, elements of Bylaw 1672 -2021 (North Area Structure Plan) need to be changed to reflect the company’s proposed plans. At the July 24, 2023 Meeting, carried two motions, giving first reading to Bylaw No. 1713-2023 and establishing August 28, 2023, as a public hearing date.
Bylaw 1470-A78 – New Land Use District for High Density Residential Development
A new land use district is contemplated to address high density residential development. This district is in addition to the existing Residential Multi-Family District (R-3). During the July 24, 2023 Meeting, Council carried two motions, giving first reading to Bylaw 1470-A78 and establishing August 28, 2023, as a public hearing date.
Bylaw 1470-A79 – Rezone a Portion of Land to Residential High Density
An owner wishes to develop a portion of land into high-density residential. To do so, the land use zoning for a portion of this property will need to be rezoned to more appropriate land use districts. On July 24, 2023, Council carried two motions, granting first reading to Bylaw 1470-A79 and establishing August 28, 2023, as a public hearing date.
Dodd’s Lake Outline Plan Replacement
The 2011 Dodd’s Lake Outline Plan was adopted by a previous landowner who contemplated development of the area. This development never occurred. The property was sold in 2022 and the new owner has prepared a new outline plan to replace the existing one. During the July 24, 2023 Meeting, Council carried two motions, considering the proposed replacement document for the Dodd’s Lake Outline Plan, and establishing August 28, 2023, as a public hearing date.
Waste to Energy (WtE) Investment Tax Credit (ITC) Letter
A letter to the Honourable Jonathan Wilkinson, Federal Minister of Natural Resources was included in Council’s correspondence and information. The letter requested that WtE be included as an eligible form of electricity generation for the ITC. Council carried a motion in support of sending the letter.
August 8, 2023 Agenda & Priorities Meeting – Cancelled
At the July 24 Regular Meeting, Council carried a motion to cancel the Agenda & Priorities Meeting scheduled for August 8, 2023.
