Council Highlights – June 10

The following are highlights from the June 10, 2019 regular meeting of council.

 

Land Use Bylaw – Review and Update
Council was presented with several proposed amendments to the Land Use Bylaw (LUB). The proposed updates were suggested in response to changes to the Municipal Government Act, Town staff’s day-to-day use of the LUB and items that have been flagged by Council as needing review. Council approved this first reading of the bylaw, which will now be presented at a public hearing set for July 8, 2019.

 

Residential Lot Sales
In June 2018, the Town entered into a listing agreement with a private company to oversee the sale of Town-owned residential parcels. On Monday, representatives from the company reported to Council, and Administration recommended a one-year extension to the listing agreement. Council approved the recommended action and directed Town administration to explore and report on marketing opportunities.

 

45 Avenue Reconstruction Sewer Storm Extension
Earlier in 2019, Council approved the reconstruction of areas of 45 Avenue. At the open house for this project, residents voiced concerns about the existing storm line just south of 46 Street. Upon further investigation, it was determined that portions of the storm line are shallow, which could result in backups for homes connected directly to the storm line. Administration recommended the extension of the upgraded storm sewer line and the replacement of the existing storm manhole at a cost of $98,412 (excluding GST). Council approved the project.

 

Electronic Sign Agreement
Administration provided an agreement to partner with the Innisfail Chamber of Commerce on the construction and maintenance of an electronic sign which will be a focal point welcoming visitors to Innisfail. The sign will provide an advertising opportunity for local user groups, sports teams, community organizations, local businesses and the Town. The Town and the Chamber agree to share equally costs of the project. Council approved the proposal, with the required $50,000 coming from the Wayfinding Signage Project budget.

 

Town Administration Building Solar Update
During the 2017 renovations to the Town office, solar panels were installed. There is now a full year of data to compare volumes of Kwh usage. The Town has shown a volume of 19,994 Kwh generated. This demonstrates that the organization is embracing green energy and is committed to reducing its environmental impact. Council accepted the report as information.

 

Proclamations
Council was requested to make two proclamations. The Lifesaving Society Canada requested Council declare July 21-27, 2019 National Drowning Prevention Week. Council also received a request to declare June 15, 2019 as World Elder Abuse Awareness Day. Both requests were approved.
