The following are highlights from the Monday, June 19, 2023 Regular Meeting of Town Council.
2022-2025 Strategic Plan Review
Shortly after the start of the current term, Council developed and approved the 2022-2025 Strategic Plan. On June 19, Administration proposed a mid-term review of the plan through the engagement of an external strategic planning consultant. Council then carried the proposed motion, allocating $4500 from the “other consulting services” budget to hold a mid-term and pre-budget strategic planning session.
Dodd’s Lake and Old Landfill Environmental Monitoring
In previous assessments of the old landfill, it was determined that environmental monitoring should continue on an on-going basis. Monitoring has lapsed at that location. Last year, it was also discovered that the Town should monitor an area at Dodd’s Lake adjacent to the parking lot. At the June 19 meeting, Administration recommended engaging a private firm to administer monitoring programs at both sites. Council then carried the recommended motion, awarding the monitoring of Dodd’s Lake and the old landfill site to Envirowest Engineering for $25,000 to be funded from the operating reserve.
Town of Innisfail 2023 First-quarter Financial Report
Each year Administration presents quarterly financials for Council to review and approve. Administration has reviewed the first-quarter financial information for 2023 and at the June 19 meeting reported that all income and expenditures are in line with expectations. Council then carried a motion approving the First-Quarter Financials report as presented.
Council Remuneration Review
According to the Town’s Council Remuneration & Benefits Policy #2009-001, “Council shall appoint an Ad Hoc Committee consisting solely of public members to review Council remuneration and benefits every two years; in the year of a general election, as well as mid-term.” As it is now the midpoint of Council’s term, a review of Council remuneration and benefits is required. On June 19, Administration provided this information in a report to Council. Council accepted the report as information and provided additional direction to Administration.
Dolphin Swim Club Fee Waiver Request
At the June 12 Regular Meeting of Council, the Innisfail Dolphins Swim Club approached Council looking for relief on their 2023 Aquatic Centre fees. On June 19, Administration presented Council with options for the collection of rental fees from the club, including deferring payments and rate increases until the end of 2023. Council carried the recommended motion to approve the adjustment of the payment terms for the 2023 season.
Pace Transport Update
At the June 19 meeting, Administration provided Council with data on PACE Transport usage since April, 2023. Council carried a motion accepting the report as information.
