The following are highlights from the May 13 regular meeting of council.
Delegations
Representatives from the Innisfail Triathlon presented to council with a request for a $4,000 grant as a one-time contribution. Council approved the funding request, and an additional $2,000 contribution came from the Community Grant Program.
RCMP Update
Council approved the 2019-2020 RCMP Annual Policing Priorities as information, and approved the 2020-2025 Multi-Year Financial Plan (MYFP) authorizing the CEO and CAO to sign the plan.
COPA 2019 Spring Convention Sponsorship Request
COPA has requested Town sponsorship through use of the Innisfail Community Bus as a shuttle, with a maximum value up to $5,000. Council approved the request.
2019 Surface Improvements Project Contract Award
Council approved a contract with TJ Paving in the amount of $964,362 for the 2019 surface improvements of Lakewood Drive, the Berm Trail along 52 Ave and the Sidewalk upgrade on the east side of 52 Ave west of the school.
Intermunicipal Collaboration Framework (ICF) Bylaw
Council approved a proposed ICF agreement with Red Deer County as presented.
West Commercial Development – Request for Proposal
The West Commercial Development Project has been made available for public purchase through a Council directed RFP. Administration will prepare the RFP and return responses to Council for approval.
Solid Waste Bylaw
The proposed Solid Waste Bylaw was approved by Council as presented.
Planning & Development Fee Bylaw Amendment
Council approved a bylaw amendment adjusting the Planning & Development department fees and fee schedule.
Utility Bylaw
Council approved the new Utility Bylaw that was first presented at the April 23, 2019 Council meeting. Shortfalls will be funded from the Stabilization Reserve.
South Red Deer Regional Wastewater Commission (SRDRWC) – Interim Operations
Council directed administration to enter into negotiations for the interim operations of the South Red Deer Regional Wastewater Commission (SRDRWC) line in partnership with other member communities.
Lakewood Drive Traffic, Speed and Signage
Council accepted as information a report dated May 13, 2019, on Lakewood Drive from 56 Street through the Aspen Heights intersection and down to Hwy 54.
Residential Traffic Speed Comparison
Council accepted as information a comparison report of residential speed limits in comparable communities; no changes to residential speed limits will occur at this time.
Public Safety and Security in the Town of Innisfail
Council approved the Public Safety and Security Report as information.
2019 Tax Rate Bylaw
Council approved the bylaw that saw an adjusted 2019 residential tax rate of 1.5% and a 1.0% non-residential rate increase, as presented.
Parkland Foundation 2018 Audited Financial Statements
Council accepted Parkland Foundation’s 2018 Audited Financial Statements as presented.
2019 First Quarter Financials
A presentation of financial statements representing the first quarter of 2019 was presented. Council accepted.
