The following are highlights from the Monday, September 11, 2023 Regular Meeting of Town Council.
Delegation: Innisfail Citizens On Patrol (COP)
Representatives from the recently-formed Innisfail Citizens on Patrol appeared before Council to introduce themselves and to request the use of the Arena meeting room for monthly meetings. Council carried a motion to provide the meeting room for the monthly COP meetings free of charge.
Renewable Power Moratorium – Alberta Municipalities (AM) Emergent Resolution
Councillor Heistad proposed that Council advance an emergent resolution at the upcoming AM annual general meeting. After discussion, Council carried a motion directing administration to prepare a draft resolution to be returned to Council for approval at a later meeting.
2024 Budget Deliberation Days
Each year, the Town of Innisfail sets aside three full days to discuss the proposed budget for the following year. After discussion at the September 11 Meeting, Council carried a motion setting November 21-23, 2023 for the purpose of 2024 Budget Deliberations.
Investment Policy 2023-001
At the January 16, 2023 Regular Meeting, Council advised Administration to get clarification regarding Section 6 – Portfolio Diversification and Restraints of a draft Investment Policy. At the September 11 Meeting, Administration brought forward a revised draft investment policy based on their findings. Council then carried a motion to approve Investment Policy 2023-001.
Road Closure Bylaw 1696-2022 & Request to Lease Land
Administration received a request from a local business to lease a portion of land for the purpose of parking vehicles. The land is officially identified as roadway. To facilitate the lease request, the portion of the roadway must be formally closed through the road closure bylaw process. On September 11, Council carried a series of motions to close the road and then accommodate the lease request.
Development Plan Permit 23D-061
A local business submitted a development permit application for the construction of dwelling units for the occupancy of the owner, operator, or caretaker. After discussion, Council carried a motion to approve the recommended motion, allowing for the development of the structure.
Sponsorship – Kinettes Dinner of Diamonds
After receiving a sponsorship request from the Innisfail Kinettes, Council carried a motion to sponsor the Dinner of Diamonds event in the amount of (up to) $300.
Insurance Discussion
Councillor Bates, after learning that insurance companies are starting to assess the infrastructure of individual municipalities, suggested that the subject deserves further investigation. Council then carried a motion directing Administration to contact a specific local insurance broker and report back on the best course of action.
