Council Highlights – September 13, 2021

The following are highlights from the Monday, September 13 Regular Meeting of Council.


Delegation – HCMA Architects, Innisfail Multiplex Project Update

Michael Rivest, a representative from HCMA Architects, provided Council with a revised report on a proposed Mutli-use recreation facility. At Council’s request, HCMA amended a previous proposal to include an updated vision of a multi-use facility with a lower construction cost. The new report featured a facility which, although not as comprehensive as that which was featured in the previous proposal, will meet most of the community’s needs. The report was accepted as information.

Solid Waste Collection Contract

The Town’s current solid waste collection contract with E360, set to expire in April of 2022, contains a provision to extend the contract two additional years. The contractor has provided a quote containing a minimal increase of $405 to the current annual rate. Upon administration’s recommendation Council passed a motion to extend the contract until April of 2024.

Reservoir #2 Emergency Generator

After a formal request for quotes was issued earlier this year, Sterling Industries Inc. provided a bid of $167,920 to provide a diesel generator in the Town’s Reservoir #2 to replace an aging emergency diesel pump. Currently, the diesel pump in Reservoir #2 was purchased in 1977 and has now reached the end of its serviceable period of operation. Council approved a motion to proceed with the purchase of the new generator and the associated controls.

Road Closure Bylaw 1668-2021

After the formal public hearing on May 10, 2021, Bylaw 1668-2021 was advanced and a request to close a portion of laneway was sent to Alberta Transportation for required approval. That approval was granted in August of 2021. On Monday, Council gave second and third readings to the proposed bylaw.

Land Use Bylaw Amendment 1470-A73

Various sections of the Land Use Bylaw have been identified by Administration and the Municipal Planning Commission as requiring review. The proposed amendment to the Town’s Land Use Bylaw would see numerous changes to improve functionality of the bylaw and reduce unnecessary bureaucracy. After discussion, a motion was carried to remove one of the proposed amendments (regarding residential care) and then grant first reading of the proposed bylaw. Tuesday, October 12, 2021 was set as a date for a public hearing.

Land Use Bylaw Amendment 1470-A74

At the request of an applicant, Administration proposed an amendment to the Town’s Land Use Bylaw that would add “contractor services – major” and “manufacturing industries” as discretionary uses on a specific lot located in the Highway Commercial District. Council gave first reading to the proposed bylaw and set Tuesday, October 12, 2021 as a date for a public hearing.

Councillor Hill reinstated to serve on Town Committees

In early 2021, following a code of conduct review, sanctions against Councillor Hill suspended his appointment to all Council committees. With the proceedings involving his private affairs now resolved, Council rescinded the suspension and restored Councillor Hill’s capacity to serve on Town Committees.

Waste Reduction Week

Town Council passed a motion declaring October 18 – 24, 2021 as Waste Reduction Week in Innisfail.
