Welcome to the Municipal Development Plan Update Page

A municipal development plan (MDP) is a ‘road map’ that helps determine the desired long-term direction for a community. The Town’s current MDP was created in 1998 and consolidated in 2007. It is now due for an update and we’re looking to the community to help us ‘imagine’ the future of Innisfail. 

This page will be updated as the project progresses. Please check back from time to time to see:

What is a Municipal Development Plan?

A Municipal Development Plan (MDP) provides direction to municipalities for future growth and development by ensuring it is sustainable, orderly, appropriate, complementary, and efficient, and that it enhances the quality of life of its residents. It is a key policy plan that communicates the long-term desired land use for our community.

The MDP is primarily a policy document that can be utilized as a framework within which both public and private sector decision making can occur. As a policy document it is, for the most part, general in nature and long range in its outlook.

Why does Innisfail need a new MDP?

Innisfail has changed in the 24 years since the current MDP document was adopted, and it will continue to change. A new MDP is to be created that must be dynamic and responsive to the whirlwinds of change facing this community. Creating a new MDP is about instituting a new long-range vision for our community to plan for the community’s growth and changes.

We continue to work together to discuss and create the Municipal Development Plan for our town- imagineINNISFAIL.

In Phase 1: IMAGINE, we received 253 Short Form Survey responses and 43 Long Form Survey responses out of the total responses 61% of respondents agreed with the following vision statement:

“By 2054, Innisfail has blossomed into a progressive and inclusive community of choice, offering an attractive quality of life for all generations, and is a leader in central Alberta that places a premium on the value of maintaining and encouraging respectful relations with neighbouring municipalities and our regional partners.”

The main goals of imagineINNISFAIL are:

  • Governance: Foster a resilient, sustainable, safe, and healthy community
  • Connected Community: Provide a range of transportation choices
  • Asset & Financial Management: Municipal infrastructure supports economic diversity and prosperity
  • Environmental Stewardship: People and nature are well-connected
  • Vibrant Downtown: Create a sense of place through a high-quality public realm

After the completion of the Phase 1: Imagine – survey responses* the following priorities were identified:

1. Increase in Retail Services and Business Encourage development of mix-use commercial and residential spaces to enhance accessibility and vibrancy to retail services.
2. Improvement in Recreational Facilities and Programming for
all Ages
Enhance access to diverse recreational facilities and programs catering to various age groups.
3. Housing Affordability and Diversity Implement measures to increase the availability of affordable and variety of housing options
4. Improvement of walking and cycling infrastructure Ensure future pedestrian and cycling infrastructure connects with existing trails, parks and natural areas
5. Improvement in Parks and Open Spaces Preserve and enhance the quality of parks and open spaces by incorporating sustainable landscaping practices
6. Improvement in Safety and Policing Adopt and implement a ‘Community and Wellbeing Plan’.
7. Increase in Job Opportunities Support initiatives from “The Power of Place: Community Economic Development Strategy” to attract, retain and expand businesses.
8. Downtown Revitalization Update the ‘Downtown Innisfail Area Redevelopment Plan’ by incorporating best practices and experiences that enhance downtown vibrancy.
9. Access to Affordable and Efficient Transportation Improve active mobility options and infrastructure to increase accessibility for residents with different abilities.

In Phase 2: Create, we are looking to gain additional feedback about the nine priorities (mentioned in the table above) and their objectives from the community. We are also looking to discuss areas of growth and revitalization in Innisfail, with a focus on Corridor Revitalization and Intestification. This means strategically improving and developing specific routes or areas within town to be more vibrant and useful. This could include adding new shops and homes to optimize land use, and/or enhancing street infrastructure along these roads making it easier for people to walk or bike around. It aims to create vibrant, attractive and accessible spaces that support local business, provide convenient access to amenities and contribute to a more connected community.

Some potential growth areas that have been identified are shown in the map below, our current focus is on the Corridor Revitalization and Intensification sections.

How can I get involved?

The Town of Innisfail has begun a journey of exploration to determine our future and we need you to help shape it. Come and visit us at these public engagement events to get the answers to your Municipal Development Plan questions.

    imagineINNISFAIL Phase 2: CREATE - Survey
    As we continue through the process of creating Innisfail’s new Municipal Development Plan (imagineINNISFAIL), Town Council and Administration are looking to gain more feedback from the community about the initial draft of the plan.
    Participants of the survey will have the chance to win a $100 CO-OP gift card.
